Backed by the Central African Republic’s president and managed by state run mineral agency COMIGEM, the $CAR token launched just 3 months ago. After an initial pump to $800M in market cap and a sharp retrace to $14M, $CAR has since rallied over 290% to a $55M valuation. The project sets itself apart from typical memecoins by locking token allocations on Streamflow and earmarking 45% of supply for country development and charity, with recent on-chain actions like a $50K school repair fund already underway. 25% of tokens are held by “Creators & Company,” presumed to include COMIGEM, while 20.7% (206.9M tokens) are marked as circulating liquidity. Despite its memecoin optics, $CAR is positioning itself as a tokenized experiment in state backed economic infrastructure.

$DEAL is a memecoin launched on Launchcoin that tokenizes the “Deal With It” meme, the famous sunglasses, using a 0.5% transaction tax to fund the DEAL Expansion Fund (DEALEF). This fund pays creators to deploy the meme in real life and online through stunts, content, and remixes. The coin is built for cyclical distribution: more trading leads to more funds, which drives more content and attention. The coin hit a $1.2 million market cap and is one of the first to test Launchcoin’s creator driven, revenue fed model for internet native IP monetization.

The SEC’s 2025 guidance outlines a structured interpretation of crypto asset securities, focusing on whether a token involves a reasonable expectation of profit driven by a centralized team. The agency uses a three-part test that considers how the token was sold, whether it has ongoing utility, and how much control the founding team retains. Under this framework, memecoins are generally not considered securities since they are usually community-driven and lack investor promises or centralized profit mechanisms, but Solana is. In contrast, Bitcoin and Ethereum are viewed as decentralized with functional utility, placing them outside securities law. Compared to Europe’s MiCA regulation, which uses a rule based system to categorize tokens, the SEC relies on case specific enforcement and legal precedent. Commissioner Hester Peirce told me the SEC is aiming for clarity around token classification while acknowledging that the current approach still leaves gray areas, especially around governance tokens and DeFi protocols. She’s lowkey bullish memecoins, ngl.
