GENIUS ACT
The GENIUS Act (Guiding and Establishing National Innovation for U.S. Stablecoins) is a bill that establishes a regulatory framework for stablecoins, requiring issuers to hold 100% reserves in cash or short-term Treasuries, provide monthly public reserve disclosures, and undergo annual audits. It allows smaller issuers to remain under state oversight if standards align with federal rules, while larger issuers would face direct federal regulation. The bill also includes consumer protections, bankruptcy prioritization for stablecoin holders, and restrictions on issuance by Big Tech and foreign entities. It passed a 66-32 procedural vote in the Senate and is expected to move to final passage after the Memorial Day recess.
